You must have some form of Japanese identification. Examples include a Japanese passport, Alien Registration Card, drivers license etc. You can apply for an alien registration card at your local ward office. This includes both prepaid and full contract cell phone service. This is a result of a new law aimed at stopping illegal cell phone use.
